You cannot create more than one Homegroup on the same network. If Windows detects an existing Homegroup, it won’t give you the option to create another one. It will only allow you to join the existing Homegroup. But, your Windows computer or device can be part of more than one Homegroup, if it gets connected to multiple networks (howtogeek.com).

Some resources must be set as shared before you can join a workgroup. If there are no shared resources the workgroup will not be available to join.

یک مورد از یکی از کاربرانبا درود مجدد
  کلا آنتی ویروس رو Unistall هم کردم و فایروال ویندوز رو هم خاموش کردم ولی نشد.
پسورد رو هم چندین و چند بار عوض کردم ولی فایده ای نداشت.
حتی چند بار سرور رو هم عوض کردم و HomeGroup رو روی سیستم های دیگه Create کردم و خواستم سیستم های دیگه به این سیستم Join بشن اما نشد.
